NAR Safety Rules

I just contacted the safety board member at NAR and asked him about NAR guidelines & safety code for water rockets.
His response was that NAR (since 2017) doesn't want to be involved with water rockets and has no code or safe distances.
As a NAR member and chapter organizer I am disappointed in them.
I had planned to add water rockets to our local monthly rocket launch, but I assume NAR insurance won't cover any accidents with water rockets.
The insurance is the main reason (in my view) to pay the yearly membership dues.
