I know this has been theorized for a long time. Look at the way they made those drag reducing hulls for boats and they moved that idea to making drag reducing swimsuits for the Olympics. I think I even have seen the dimple idea suggested on rocket websites before. But I have never seen it applied to anything other than in theory. This idea is really cool and not just for water rockets but for my car too. I hope this comes out!
